Environmental Health & Safety Specialist

The EH&S Specialist provides guidance and support to staff and management  on relevant environmental health and safety compliance laws as they apply to the Combustion Turbine Power Plant Facilities, and stays current on these matters. With minimal direction, position develops, monitors, and administers compliance requirements with all regulatory agencies including California Energy Commission, CUPA, Water Boards, Air Districts, EPA, Cal EPA, OSHA, Office of Emergency Services, NERC, etc., assuring that the facility maintains compliance and is receiving up to date information from these agencies as required.  Maintains related records for the facilities and trains, develops and assists the facilities in their effort to maintain compliance.  Oversees the Combustion Turbine Facilities safety programs and provides safety training for staff.  May perform other duties as required.

  • Review and interpret environmental and safety codes and regulations
  • Monitor operation and maintenance activities for compliance with regulatory agency requirements.
  • Ensure that the safety of the public and employee is maintained during operation and maintenance of all CT power plants .
  • Identify and resolve issues relating to safety. Implement improvements to the safety program to ensure effectiveness and compliance with regulations for all Combustion Turbine facilities.
  • Direct investigations and may participate in on-the-job accident investigations including lost time accidents and filing incident reports for all Combustion Turbine facilities.
  • Provide technical guidance to NCPA personnel as directed by management.
  • Develop project enhancements aimed at improving Environmental Health and Safety (EH&S).
  • Manage EH&S periodic maintenance (PM) program in the Computerized Maintenance Management System (CMMS), as well as the instrumentation and monitoring program as it pertains to permit compliance.
  • Conduct EH&S audits and assessments of on-going operations to be in compliance with regulatory requirements and conformance to company policies and procedures.  Ensure action items are tracked in CMMS and resolved on a timely basis.
  • Act as liaison to regulatory officials of EPA, CEC, DOE, FERC, NERC, Air Quality, Water Quality, OSHA and others.
  • Prepare and file reports, feasibility studies, cost analysis, maps, drawings and specifications as needed. 
  • Manage safety, environmental, and compliance projects and related contractors and consultants.
  • Research, analyze and provide project technical data.
  • Support and/or oversee the updating and rewriting of the environmental and safety procedures manual, and operating procedures as they pertain to safety.  Ensures SDS documents/information and personal safety equipment is available for the employees at the facilities.
  • Participate / Chair the NCPA Agency Safety Committee and chair and/or assist in the Combustion Turbine Safety Committee providing guidance and support as needed
  • Manage and provide safety and/or compliance training
  • Manage regulatory agencies' online reporting software, including the California Environmental Reporting System (CERS), California Electronic Greenhouse Gas Reporting Tool (e-GGRT), U.S. EPA Electronic Data Reporting (EDR), and U.S. Department of Energy Information Administration (EIA).  Manages the CEMS DAS reporting tool.
  • Manage EH&S documents in SharePoint.
  • Manage EH&S safety plans, including the Risk Management Plan (RPM), Hazardous Material Business Plan (HMBP), Spill Prevention Control & Countermeasure Plan (SPCC), Emergency Response Plan (ERP), CEMS Monitoring Plan, CEMS QA/QC Plan, Waste Manage Plan, Security & Closure Plan, and O&M Health & Safety Plan.
  • Manage compliance testing including source testing, RATA, injection well mechanical integrity testing, sound surveys, laboratory testing of drinking water, waste water, hazardous waste, ground water, storm water, sludges, and soils.
  • Report for work on time and maintains satisfactory attendance in accordance with Agency policy. Ensures work responsibilities are covered when absent.  Arrives to meetings and appointments on time.

Supervisory Responsibilities    This job has no supervisory responsibilities, but may provide direction to other staff and consultants.   May coordinate activities with other staff, consultants or regulatory personnel when completing above assignments.  Provides technical support for plant and process improvements.  

Minimum Qualifications

Education and/or Experience: 
Bachelor's degree in environmental engineering is preferred or other closely
related degree from an accredited four-year college or university;
Minimum of three years to five years related progressively responsible
EH&S compliance experience and/or training in environmental
regulations, compliance, and industrial hygiene preferably in a power
generation facility; or equivalent combination of education and
experience in electric generation or closely related field.   
 
Knowledge of State & Federal occupational health, safety, and environmental programs and regulations, and demonstrated experience developing EH&S programs and presentations.  Strong leadership and facilitation skills are required, and must have demonstrated ability to build and maintain effective work relationships.  Excellent problem solving
skills, verbal and written communication skills, and must be able to
work on multiple projects at one time while meeting deadlines.  High
proficiency with Excel, PowerPoint and Microsoft Word.  Must be able to
work effectively and accurately without supervision.  Some travel will
be required.
 
Language Skills: 
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, regulatory agencies, and the public.
 
Mathematical Skills: 
Ability to work with mathematical concepts such as probability and statistical
inference, and fundamentals of plane and solid geometry and
trigonometry.  Ability to apply concepts such as fractions, percentages,
ratios, and proportions to practical situations.
 
Reasoning Ability: 
Ability to solve practical problems and deal with a variety of concrete
variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written,
oral, diagram, or schedule form.
 
Computer Skills: 
To perform this job successfully, an individual should have knowledge of
MS Word, MS Excel, PowerPoint, Visio, MS Project. Also preferred is
experience with Microsoft Access and Computerized Maintenance Management Systems.
 
Certificates, Licenses, Registrations
Possession of, or ability to obtain, and maintenance of valid California Driver's License, with a good driving record as evidenced by freedom from
multiple or serious traffic violations or accidents for at least three
years,  and insurance for car travel within Northern California.
EH&S certification is helpful.
