Environmental Health and Safety Specialist

The EH&S Specialist stays current on relevant environmental health and safety compliance laws as they apply to the Geothermal Facilities, and provides the guidance and support to staff and management on these atters. With minimal direction, the position develops, monitors, and administers compliance requirements with all regulatory agencies including California Energy Commission, Bureau of Land Management, Water Boards, Air Districts, EPA, Cal EPA, OSHA, Office of Emergency Services, NERC, etc,
assuring that the facility is receiving current and up to date information from these agencies as required.  Maintains related records for the Geothermal facilities and trains, develops and assists the facilities in their effort to maintain compliance.  Oversees the Geo safety programs and provides safety training for staff.  May perform other duties as required.

  • Environmental Program and Compliance
  • Maintains compliance and reports associated with the California Energy Commission conditions of compliance during operations.
  • Manages and assures compliance with all necessary permits relating to air, water, waste, etc. and variances to any operating permit when required.
  • Responsible for the preparation and submittal of all Geothermal facility regulatory compliance reports as required, and oversees regulatory and program management aspects of the regulatory programs.
  • Maintains a working knowledge of all safety and environmental health regulatory requirements for the generation facilities to coordinate and perform plant environmental support functions.
  •  Develops audit plans for each of the facilities to ensure compliance with all environmental, laws and regulations.  Conducts annual audits as required and provides recommendations for compliance.
  • Monitors changes in the laws and regulations to ensure environmental compliance in the Geothermal facilities.
  • Primary contact with outside regulatory agencies on behalf of the Geothermal Facilities.

Health and Safety Management

  • Participates in the NCPA Safety Committee, and can be called upon to chair that Committee providing guidance and support as needed.
  • Manages, organizes and presents safety-training programs for Geothermal facilities.
  • Manages and maintains safety records and recordkeeping for all Geothermal facilities.
  • Recommends and implements improvements to the safety program to ensure effectiveness and compliance with regulations for all Geothermal facilities.  Takes proactive measures to prevent accidents, injuries, illnesses and environmental incidents.
  • Directs investigations and participates in on-the-job accident investigations including lost time accidents and filing incident reports for all Geothermal facilities.
  • Interacts when necessary with CalOSHA concerning safety codes and regulations on behalf of the Geothermal facilities.
  • Oversees the updating and rewriting of the generation operating procedures as they pertain to safety.  Ensures MSDS documents/information and personal safety equipment are available for the employees at the facilities.
  • Maintains a working knowledge of all safety and health regulatory requirements for the geothermal facilities.  Interprets and applies safety and environmental rules, and answers questions for peers, management and staff.
  • Develops audit plans for each of the facilities to ensure compliance with all, health and safety laws and regulations.
  • Audits all Geothermal facilities for compliance with safety and health requirements each year.
  • Monitors changes in the laws and regulations to ensure health and safety compliance at the Geothermal facilities.

Supervisory Responsibilities
This job has no supervisory responsibilities, but may provide direction to other staff and consultants. May coordinate activities with other staff, consultants or regulatory personnel when completing above assignments.  Provides technical support for plant and process improvements.

Qualifications

Education and/or Experience

Bachelor's degree in environmental engineering is preferred or other closely
related degree from a four-year college or university may be considered;
and a minimum of three years to five years related progressively responsible EH&S professional compliance experience and/or training in environmental regulations and compliance and industrial hygiene; or equivalent combination of education and experience in electric generation or closely related field. 

Knowledge of State & Federal occupational health, safety and environmental programs and regulations, and demonstrated experience developing EH&S programs and presentations.  Strong leadership and facilitation skills are
required, and must have demonstrated ability to build and maintain effective work relationships.  Excellent problem solving skills, verbal and written communication skills, and must be able to work on multiple projects at one time while meeting deadlines.  High proficiency with Excel, PowerPoint and Microsoft Word.  Must be able to work effectively and accurately without supervision.  Some travel will be required.
