PROJECT PLANNING ENGINEER

Position Location:Tampa, FL

Position Summary:

The FRCC Project Planning Engineer supports the FRCC Regional Transmission Planning Process, including the Biennial Transmission Planning Process, Interregional Transmission Coordination Process and the Florida Transmission Capability Determination Group (FTCDG) to enhance the Available Transmission Capacity (ATC) engine.  In addition and depending on department needs, the Project Planning Engineer may support the Transmission Technical Subcommittee (TTS) and/or the Stability Analysis Subcommittee (SAS) activities to ensure reliability is maintained within the FRCC region and that coordination between transmission planning and operations improves. The Project Planning Engineer may also represent the FRCC on the NERC RAS and ERO-RAPA groups as well as the FRCC Regional Projects Subcommittee (RPS). In addition, the Project Planning Engineer provides technical support to the operations planning engineer and provides backup support to the development of the databank of power flow and short circuit models.

Essential Job Functions may include:

  • Develops and maintain processes and documentation to facilitate compliance with new and existing NERC Reliability Standards.
  • Participates in development of industry tools by providing feedback to software vendors and guidance regarding features and functionality.
  • Provides technical support and provide an alternate backup to the operations planning engineer.
  • Improves the coordination and communication between planning and operations.
  • Participates in the FTCDG and ATC engine improvement process.  Coordinates with FTCDG members to complete required tasks in support of the ATC engine.
  • Performs load flow analysis in support of transmission service and generator interconnection service requests.
  • Supports TTS and SAS activities as needed to ensure reliability within the FRCC is maintained.
  • Develops and maintains a TTS and SAS work schedule using a dynamic scheduling resource (Microsoft Project) or other methods.
  • Participates on the NERC RAS by representing the FRCC at meetings and developing draft NERC assessments (i.e., Summer, Winter, LTRA and Probabilistic) for review by the FRCC technical groups.
  • Represents the FRCC on the ERO-RAPA and other NERC groups by attending meetings and conference calls.
  • Participates on the FRCC RPS and develops technical support documents as needed.
  • Participates on NERC temporary Task Forces as needed.
  • Performs other tasks as assigned.

Required Qualifications and Attributes:

  • Bachelor's degree in Engineering, with a Master’s degree in Engineering or Business plus Professional Engineer certification preferred.
  • Seven (7) or more years’ experience in the electric industry sector with two (2) or more years’ experience in bulk planning.
  • Ability to manage multiple tasks and coordinate with FRCC members to reach consensus.
  • Excellent organizational and project management skills with the ability to work on multiple projects simultaneously with attention to detail for timely and accurate completion.
  • Excellent presentation, written and verbal communication skills.
  • Ability to build consensus and support teams in a professional manner.
  • Must be proficient with Microsoft Office applications.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. 

While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to sit; stand; walk; use hands to finger, handle, type, or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.  

Other:

Travel is limited for this position to approximately 15% of time.
