$47.14-49.50-51.97-54.57 per hour.  Based on a 5-day, 40 hour work week, plus excellent benefits including a 9-80 work schedule.

NATURE OF POSITION

 

Under direction performs journey level work in the testing, repair, and installation of electrical non-revenue metering and its component parts, electrical substation and distribution equipment; operates equipment in a safe and efficient manner in a variety of hazardous environments; and performs other related work as required.  This is a journey level classification in the substation technician series.  Employees perform difficult and responsible types of duties.  Employees at this level are required to be fully trained in all procedures related to substation work.  This class is distinguished from lower classifications by performance of the full range of duties within the series, the level of responsibility assumed and complexity of duties assigned, and judgment and initiative required; and from higher classifications which perform the most difficult and responsible types of duties including assigning work and providing lead direction.

 

EXAMPLES OF DUTIES

 

  1. Installs, inspects, tests, and repairs current transformer (CT) and potential transformer (PT) circuits on low and high voltage substation switchgear.
  2. Documents equipment testing performed.
  3. Performs scheduled preventive maintenance; conducts routine inspections, inspects substation switchgear and other related equipment.
  4. Interprets blue prints and diagrams to determine the types of non-revenue meters and related materials necessary to accurately record electrical energy consumption.
  5. Installs, adjusts, tests, calibrates, troubleshoots, repairs and wires all types of non-revenue electric meters and metering equipment, including transformer rated non-revenue meters, pulse relays and recorders.
  6. Tests, cleans and repairs transformers, switches, circuit breakers, voltage regulators and reclosers.
  7. Installs, tests, and repairs circuit breakers, voltage regulators, reclosers, relays, substation wiring and equipment, and other substation apparatus.
  8. Makes special load checks and tests.
  9. Uses computer and other computer equipment running established programs.
  10. Perform NERC required inspections and documents in Sharepoint database.
  11. Trains Apprentice Substation Technicians.

 

EMPLOYMENT STANDARDS

 

Possession of the employment standards does not assure advancement to the Examination or placement on the Eligible List. This is a competitive examination where a candidate’s performance in the Examination will be judged in comparison with the core competencies required of the job. To be considered, applicants should possess the combination of education and experience necessary to prove the required knowledge and abilities for the position.  A typical way to obtain the knowledge and abilities would be:

  1. Graduation from high school, supplemented by courses in advanced electrical theory and mathematics involved in alternating current electrical theory and completion of an state or federal approved electric utility apprenticeship or equivalent program for Substation Technician.
  2. Five years of meter or substation related experience with an electric utility, two years of which shall have been at the journey level
  3. Possession of a valid Class C State of California Driver's License  and a satisfactory driving record as a condition of initial and continued employment.
  4. Willingness and/or ability to respond to after-hours emergency calls as required.  Must have good color vision.

 

KNOWLEDGE OF the principles and practices of journey level work in electrical non-revenue metering and electrical substation and distribution equipment; principles, methods, materials, tools and equipment used in the installation, testing, removal and maintenance of transformers, regulators, capacitors, switching and fusing equipment, circuit breakers, controls and instrumentation, relays, batteries and chargers, revenue meters and other associated equipment; electrical terminology, mathematics and mechanical theory, and safe work practices and procedures.  ABILITY TO operate electrical test equipment and tools; interpret schematic drawings and computerized data; operate computer equipment; interpret electrical codes and regulations; apply established AMP policies and procedures; work independently; use initiative and judgement seeking guidance for situations where standard procedures may not apply; establish and maintain accurate records; communicate effectively; establish and maintain effective working relationships with employees and the general public.

SELECTION PROCESS

 

The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate’s technical knowledge and overall suitability for the position.  Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance.  If applicants have not received written notice at least one week prior to the tentative test date listed in the flyer, they should contact the City of Alameda Human Resources Department at (510) 747-4900.

 

Candidates passing all components of the examination process will be placed on an Eligible List.  A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City’s Civil Service Rules.  Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision.  Placement on an Eligible List does not guarantee employment.  Tie scores will be broken by giving priority to the candidate with the highest rating on the most heavily weighted portion of the exam or if weighted 100% on any given portion, based on the earliest application date and time.  Prior to appointment, a thorough reference check will be conducted which may include a credit check and background.  The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required the U.S. Department of Justice.
