Position Overview:
The compliance position will serve as a Cyber Security Auditor with specific skills in CIP-014 within the Bulk Electric System for the Compliance Monitoring and Enforcement Program (CMEP) of Western Electricity Coordinating Council (WECC). This position satisfies the audit schedule requirements of the CMEP in accordance with NERC's delegation agreement with WECC and ensure a successful succession plan for future vacancies. In addition, this position will serve as a center point vulnerability assessments and cross-functional work with the Risk and Enforcement teams within WECC. WECC prefers candidates interested in making a difference in the reliability and security of the Western Interconnection’s bulk power system.
Major Duties:

  • Conduct comprehensive cyber and physical security audits of Critical Infrastructure throughout North America against the NERC CIP standards. 
  • Evaluate implementation and deployment of physical security strategies. 
  • Audit technical network deployment strategies. 
  • Develop and deliver professional presentations at NERC /WECC outreach. 
  • Assist in the daily administration of the Compliance Monitoring and Enforcement Program.

Minimum Qualifications:

  • BS in information systems or electrical engineering (or related field) or equivalent combination of education and related industry experience resulting in demonstrated ability to perform major duties. 
  • Minimum three-years’ experience working on cyber security implementation or auditing within a regulated industry (electric utility regulatory agency preferred). 
  • Excellent organizational skills with an ability to work on multiple projects simultaneously. 
  • Excellent communication skills, including written and verbal/presentation. 
  • Proficient with Microsoft Office applications, including Word, Excel, Access and Power Point. 
  • Ability and willingness to travel up to 50%.

Preferred Qualifications:

  • Above minimum qualifications and the following: 
  • Working knowledge of the NERC CIP Standards, specifically CIP-014. 
  • Working knowledge of NERC/WECC Compliance Monitoring and Enforcement Programs. 
  • Working knowledge of generally accepted auditing practices. 
  • Experience in the design and/or maintenance of SCADA /EMS systems. 
  • Experience in development and implementation of cyber and/or physical security strategy. 
  • Experience in professional presentation development and delivery. 
  • CISA, CISSP, PMP, PSP or other related professional security certifications.
