Directs and coordinates the proper and timely completion of Energy Management System (EMS) and Supervisory Control and Data Acquisition (SCADA) projects, and development, installation, testing, and maintenance of all SCADA/EMS hardware and software. Coordinates SCADA/EMS maintenance activities with the Critical Infrastructure Protection Team, Member Cooperatives, other interconnected utilities, and PJM. Directs and coordinates the development and maintenance of software tools to aid System Operators and other Energy Control Center and Market Operations Center staff in the safe, reliable, and cost effective operation of the generation and transmission system. Oversees, guides, motivates and directs the activities of the workgroup on a regular basis. Maintains overall authority and accountability for the workgroup. Provides leadership to ensure team goals are accomplished to achieve high performance business results.
- Oversees the routine activities necessary to ensure 24x7 availability of SCADA/EMS including monitoring health and functionality of processes and systems, exercising redundant backup systems, troubleshooting and resolving problems, and coordinating support tickets with the EMS vendor.
- Ensures EMS operating, maintenance, test procedures, and processes are accurate and effective.
- Reviews and plans updates to EMS hardware, software, and network configuration to ensure sufficient redundancy is included to maintain a high level of reliability.
- Ensures all changes to EMS hardware and software are performed and documented following established change management processes.
- Allocates team resources necessary to perform functional testing of patches and other changes to the EMS.
- Works closely with Critical Infrastructure Protection Team on planning and implementing all changes to the EMS to establish and maintain cyber security of the system and compliance with NERC CIP standards.
- Oversees the preparation of plans, specifications and bids, and evaluates and negotiates proposals for SCADA/EMS projects.
- Stays informed and ensures compliance with all applicable NERC standards and guidelines.
- Stays informed of new technology related to SCADA/EMS. Informs others of new technology and how it could be used improve operations.
- Ensures appropriate coordination with PJM and neighboring utilities regarding outages, upgrades, or changes to the SCADA/EMS.
- Ensures proper and timely updates to EMS database, displays, datalinks, calculations, mapboard and other situational awareness tools as well as checkout of changes with field personnel.
- Provides SCADA hardware, software, project management support, relevant training, and user’s group coordination to Member Cooperatives.
- Tracks, assesses, and prioritizes user requests related to EMS issues or enhancements. Allocates team resources to resolve.
- Assists in development and maintenance of corporate databases and applications for tracking substation outages, calculating transmission-related performance indices, querying EMS alarms, and producing energy scheduling and accounting reports.
- Participates in the interviewing and selection process of team members.
- Plans and coordinates work assignments and ensures sufficient resources and training are provided to the workgroup.
- Develops and oversees the annual work plan and capital and operating budgets.
- Coordinates the performance management process for team members and provides performance feedback for the goal of maximizing performance.
- Performs other duties as assigned.
Bachelor’s degree in a related area required. An equivalent combination of education and experience may substitute.
Eight (8) years of related experience required. A minimum of three (3) years of experience in a related area working in a leadership capacity is preferred.
Skills and Abilities:

- Must have thorough understanding and working knowledge of safety requirements and procedures.

- Must understand electrical and electronic theory, electrical and electronic schematic diagrams, and be able to analyze and solve complex problems.

Conditions of Employment
- Usual office conditions apply to this position with occasional lifting up to 50 lbs.
- Some travel within the system and occasional out-of-state, which may be overnight.
- Subject to 24-hour call-in; must have a residential telephone and/or cellular telephone.
- Must live within sixty (60) minutes driving time of Headquarters or other agreed upon location within service territory.
