Vision: INL will change the world's energy future and secure our critical infrastructure.Responsibilities The Director of Institutional Planning and Programs (Director) provides executive leadership for strategic planning; and leads and manages institutional programs, such as, Research Investment Portfolio, Laboratory Directed Research and Development (LDRD), Conduct of Research, and Scientific Excellence. The Director is a member of the Laboratory Director’s Office, reporting to the Deputy Laboratory Director for Science and Technology/Chief Research Officer. In this position, you will serve as the laboratory’s senior staff coordinator for developing the annual laboratory plan and agenda, an important responsibility that requires excellent communications and relationship management skills. You will coordinate input for the cross-cutting objectives and notable outcomes in the annual Performance Evaluation and Measurement Plan (PEMP) (e.g., PEMP 1.4 and 2.4).

Preferred to have a PhD in a scientific discipline with research and business experience.

Over 10 years of experience spanning research, R&D program development and management, and/or experienced in leading, planning, and managing R&D organizations and complex science and technology projects and programs.

Excellent oral and written communication skills. Must possess string relationship management skills as this position often serves to communicate and coordinate actions from the Deputy Laboratory Director for Science and Technology.

Strong decision-making, problem solving, and strategic thinking skills.

Strategic planning and/or research operations experience in national laboratories is preferred.

Ability to successfully work with a broad cross-section of leaders in the laboratory system and DOE.

Demonstrated knowledge in budget outlook, long term S&T strategy, risk management, project/program performance.
