JOB DESCRIPTION

Given the financial nature of this position, this position has been defined as a position requiring a credit check. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a credit background check.

SUMMARY:

Responsibilities include, but aren't limited to strategic, operational, and engineering planning for both distribution and transmission electrical systems.  Responsible for effective construction, operation, and maintenance of distribution and transmission systems and works closely with the Director of Protection & Controls Engineer, Substation & Metering Operations as well as other departmental and leadership groups.  Supports the customer experience initiative through improving system integrity, cost effectiveness, and highly productive personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leads and directs all facets of New Mexico line groups; responsible, in conjunction with other NM operations leadership, for development and implementation of long range strategic and business plans

Holds managers accountable for developing a safe, high productive work environment

Directs significant effort toward assuring high quality customer service is provided in all major department endeavors.  Supports efforts to develop and improve local and state relationships.

Responsible for development and managing multi-million dollar capital and O&M budgets

Ensures compliance with all rules, laws, and mandates, such as NERC, FERC, DOT, OSHA, EPA, are attained and maintained

Plans, directs, provides interdepartmental coordination, and develops new administrative procedures and policies necessary for the achievement of the organization's goals and critical success factors, using metrics

Monitors training, performance appraisals, counseling, discipline, and EEO compliance

Understanding of the driving factors that affect system reliability

Understanding of politics including city, county, state, and tribal governments

Leads teams toward long-range goals and objectives to become a highly competitive, customer friendly organization

Allocates resources between teams and works cooperatively with other departments

Coaches positively to motivate Managers to meet expectations

Solves organizational, personnel, and technical problems, and encourages others in the organization to do the same

Measures group and individual performances and uses this information to improve the group's performance

Resolves conflicts within the organization as well as external customers, departments, and contractors

Completes all other projects as assigned by the Vice President of New Mexico Operations

COMPETENCIES:

Knowledge of electric operations as related to construction and maintenance of residential, commercial, and industrial electrical facilities

Knowledge of Industry practices as well as State and Federal regulatory requirements and policies

Knowledge of organizational and negotiating practices and experience in a union environment

Understanding of the jobs in the organization and how these affect the organization¿s productivity

Ability to apply extensive knowledge of PNM policies, procedures, and union contracts

Thorough understanding of budgeting processes including the preparation of and interrelationship of the department's budget with other departments and budgets

Thorough understanding of the regulatory rules, regulations, and tariffs as they apply to operations affecting the managed group

Understanding of environmental issues, concerns, overall policies and procedures

Possess good interactive skills and promotes teamwork

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from a four-year college or university with nine to eleven years related experience including two years of management experience, or equivalent combination of education and/or experience related to the discipline. 

Master's degree preferred.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver's license and meet the company's driving record requirements.

SUPERVISORY RESPONSIBILITIES:

Responsible for all personnel actions within the organization.  Responsible for overall direction and performance of the organization.  Ability to manage and mold a diverse group of people into a highly productive team by applying principles of management.  Ability to promote team performance by having a positive attitude, being self-motivated, and staying flexible to change.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write complex reports, business correspondence, and procedure manuals

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry 

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Working knowledge of database software, inventory software, spreadsheet, and word processing software

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to solve complex practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time.  The employee must occasionally lift and/or move up to 10 pounds.  Capable of driving long distances.

Office and field environment.

$111,893 - $156,650 - $201,407
