STATE WATER CONTRACTORS ENERGY MANAGER POSITION


The State Water Contractors (SWC) are seeking a dynamic, articulate, strategic and forward thinking individual with an understanding of the issues related to Federal and State energy policies to serve as its lead technical expert on electric energy and power issues related to the State Water Project (SWP). As the Energy Manager, this person will be responsible for (1) coordinating with, and providing technical assistance to, the California Department of Water Resources (DWR) on electric energy resource and operational planning issues, including integrated resource planning, transmission interconnections, reliability and operation, storage, renewables, carbon reduction, electric reliability compliance, resource adequacy, energy and asset economic analysis, and operational and planning risk assessment and management; (2) developing a Risk-Based Power Resource Plan; (3) developing, implementing, and updating a baseline power procurement and sales strategy based on SWC approved risk-management goals; (4) evaluating long-term power supply options; (5) establishing criteria for meeting resource adequacy requirements and marketing surplus capacity; (6) developing and implementing Risk Management Policies and Procedures; and (7) developing and implementing a plan in conjunction with DWR as to how the SWP will contribute to meeting the State’s renewable energy goals. Under the General Manager’s supervision, the Energy Manager is responsible for managing current and future electric energy projects and related efforts.


The SWC is a statewide, mutual benefit organization representing 27 public water agencies from Northern, Central, and Southern California that receive water under contract from the SWP. Collectively, the members of the SWC deliver water to more than 27 million residents throughout the state and more than 750,000 acres of agricultural lands.


ESSENTIAL DUTIES

  • Coordinates and participates in the SWC’s hydroelectric project relicensing activities by monitoring Federal Energy Regulatory Commission (FERC) filing and regulatory activities, performing energy and economic impact assessments of licensing provisions, and facilitating various SWC filings with FERC.
  • Maintain a presence in federal, regional, and state regulatory and legislative proceedings to protect the interests of the SWP customers as policies and rules are considered and adopted.
  • Coordinates and participates in the SWC’s involvement with California’s changes to resource adequacy requirements, resource portfolio standards, and zero-carbon initiative; and the California Independent System Operator (CAISO) electric market design.
  • Serves as a liaison for the SWC with outside agencies, such as utilities, regulatory agencies, governmental bodies, planning agencies, trade and professional associations, and technical groups; attends meetings, as necessary; provides staff support to committees and task forces, as necessary; negotiates and resolves significant and controversial issues.
  • Assists SWC members participating in the Energy Committee, including identifying and defining energy related issues; scheduling committee meetings, preparing meeting agendas, and arranging participation of member agencies, DWR, and other representatives as requested; preparing and distributing materials; making presentations; assisting with the preparation of meeting minutes or notes; and coordinating with other SWC committees and subcommittees.
  • Advises the General Manager and SWC Board on implications of proposed policies, legislation, or other activities that can affect the SWP energy costs or management.
  • • Develops and manages contracts for consulting assistance related to energy or relicensing issues to advance the SWC’s interests in power issues.
  • Prepares, reviews and completes various reports, correspondence, and other written materials, including Board of Directors agenda reports, monthly and annual reports; assists in assembling a variety of complex information and statistical data for the presentation of reports on SWP power issues; presents summaries and reports at Board meetings.
  • Provides technical information and instruction regarding applicable procedures, policies, and regulations; interprets and explains rules, regulations, and procedures; answers questions and resolves concerns.
  • Manages and participates in the development and administration of the program budget; directs the forecast of additional funds needed for consultant services; directs and approves expenditures; directs the preparation and implementation of budgetary adjustments.


THE IDEAL CANDIDATE

  • Excellent oral and written communications skills.

Desirable qualities include:

  • Knowledge of State and Federal regulations and policies related to energy management.
  • Knowledge of SWP project facilities and operational needs.
  • Understanding of the SWP as a producer and consumer of energy.
  • Knowledge of the western states’ energy landscape including the CAISO and its participants, the Western Area Power Administration, Investor-Owned and Municipal Utilities, and Inland Southwest and Pacific Northwest energy providers.
  • Knowledge of agencies including the CAISO, California Energy Commission (CEC), California Public Utility Commission (CPUC), Western Electricity Coordinating Council (WECC), North American Electric Reliability Corporation (NERC), and FERC.


Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university in Electrical Engineering, or a related field.
  • Minimum of 6 years of progressive responsibility in the electrical energy sector of which one year of experience can be met by an advanced degree.
  • Proven increasingly responsible relevant experience in developing and executing energy strategic planning efforts and experience in managing technical consultants and consulting contracts.

Compensation and Benefits

The monthly salary range for this at-will position is $12,571-$15,688, based on the candidate’s qualifications and experience. Salary is supplemented by an excellent total compensation package which includes a deferred compensation program, PERS retirement, and benefits such as medical, dental, vision, life insurance, cell phone benefit, parking, vacation, holiday and sick leave. The SWC does not participate in the social security system but does participate in Medicare.
