Environmental Health and Safety (EHS) Compliance Administrator

Position Summary Description
Plans, coordinates, implements and promotes effective and reliable programs and ongoing practices, processes and actions to ensure compliance with all laws, regulations, permits permit conditions and other agreements related to environmental protection, health and safety issues. 

Essential Functions
* Coordinates, performs and administers health and safety and related activities for MGS plant to ensure effective and consistent application of related programs, policies, procedures and practices in accordance with applicable regulations.
* Conducts site EHS orientations for contractors and new employees.
* Prepares reports, documents, materials, and presentations of Plant Safety subjects.
* Develops and provides environmental, safety and health communication and training programs to ensure employee knowledge and understanding of safety regulations and requirements.
* Schedules and coordinates the administration of the plant respirator fit tests.
* Collects and audits environmental reporting data for accuracy and completeness, prepares permit compliance and QA/QC reports as specified by Federal and State regulations in a timely manner.
* Tracks, investigates and records all environmental, health and safety incidents and ensures corrective/preventative measures.
* Represents plant during inspections by outside agencies, such as OSHA and FDEP.
* Conducts plant surveys, tests and inspections of the plant with safety, health, environmental, or fire and emergency medical services agencies as well as insurance agency representatives.
* Coordinates the work of environmental, industrial hygiene, or safety supply contractors and consultants as needed for construction projects and other related activities.
* Represents management on the Safety Committee and tracks timely closure of corrective action items.
* Maintains documentation of the near miss/first aid and accident/injury, and OSHA 300 and 300a log
* Maintains first aid supplies and may perform site first aid treatment
* Develops one year (short term) and three year (long term) schedule for plant safety activities
* Develops annual budget for plant, environmental, health, and safety activities
* Analyzes, or evaluates new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards and implement processes to correct deficiencies.
* Makes frequent safety inspections and audits of the plant facilities and records to assure compliance of Plant Safety Practices, guidelines and OSHA Standards for General Industry (1910) and the Construction Industry (1926).
* Makes frequent environmental site inspections and audits of the plant facilities and records to assure compliance of all hazardous waste and water permits per DEP and NPDES laws and rules.
* Monitors plant operation and maintenance personnel activities through direct observation, knowledge of written procedures and review of reports. Identifies and recommends actions to the Plant Management to avoid or mitigate potential for safety violations, environmental exceedance/violation or agency notification (FDEP, EPA, or OSHA).
* Monitors all environmental work, pollution control devices and CEMS/DAHS to ensure compliance with correct practices. Evaluates and assesses overall operation of the environmental pollution control systems daily.
* Monitors current HS trends by attending seminars, reviewing trade magazines, news articles, videos and internet web sites to determine changes in environmental technologies and personal safety equipment and recommends changes in EHS program elements to reflect technological advancements.
* Maintains knowledge of current, updated and new Environmental and OSHA standards for work place EHS requirements.
* Reviews and recommends improvements in plant practices and procedures for environmental, health, and safety compliance.
* Assists the Environmental Affairs Group and Corporate Health and Safety Administrator in reporting of non-compliance events to federal, state, county or local regulatory agencies.
* Supports outages and responds to the MGS site in the event of environmental or safety incidents.
* Inputs and Coordinates availability of applicable MSDS data to employees, evaluates risks and provides recommendations for use or prohibition on the MGS site. 

Other duties as applicable to the position or as assigned. 

Working Conditions
Some travel and work outside of normal business hours. While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Must be able to follow established protective measures including, wearing required personal protective equipment (PPE). Working in office and plant environment with frequent exposure to noise, heights, and other aspects of an industrial facility during plant site inspections. Must possess and maintain a valid Florida driver’s license. Must be able to access all areas of the plant and equipment. Must be able to work extended hours, night and weekends, as plant conditions and events require. 

Qualifications and Education Requirements
Five (5) or more years’ related work experience in industrial envi ronmental or health and safety at a fossil fuel or combined cycle power plant, or industrial process plant is required. Demonstrated ability in a computer related discipline is required. 

Bachelor’s degree in chemistry, natural sciences, technical, environmental, health and safety, engineering or the equivalent is required. Two (2) years applicable work experience may be substituted for one (1) year of education, Professional certification in safety is preferred. Examples of desirable certifications include Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Utility Safety Administrator (CUSA), and Certified Industrial Hygiene (CIH), Certified Professional Ergonomist (CPE) certification, or an equivalent Environmental Health & Safety (EHS) certification. Must possess or acquire an effective working knowledge of EPA and FDEP environmental compliance, pollution prevention, health maintenance and monitoring, and OSHA safety requirem ents.
