Position Summary

Responsible for the analysis, planning and management activities associated with the IT Capital and O&M Project Portfolio. Participates in the creation and maintenance of the policies, processes and standards required to execute IT Portfolio Management to include the development, training, deployment and on-going management of key processes and functions necessary for the identification, categorization, evaluation, selection, prioritization, balancing and authorization of initiatives in support of and alignment to the IT Capital and O&M Portfolio and PMO Governance activities. Provides analysis and critical thinking skills in the evaluation and recommendation of projects that provide the highest value to Xcel Energy and/or that fit within the established portfolio investment category targets. Performs portfolio reporting and analysis and manages changes associated with the portfolio. Assesses and manages portfolio risk. Ensures that all investments are prepared for formal governance reviews. Play a key role in the end-to-end system improvement initiatives across Portfolio Management and PMO Governance areas and applies industry best practices as appropriate. 


Essential Responsibilities

Daily Management – Drives the analysis, planning and management of the IT Capital & O&M Project Portfolio. Supports recurring IT financial planning and management cycles. Provides support to a wide range of process/project stakeholders for the end-to-end PMO process, ultimately ensuring that the right projects come for governance approval, and that they are governance ready prior to presenting. Provides training sessions/labs ensuring participants understand policies and procedures. Participates in activities around tool and process ease of use, including the consistent look and feel for Portfolio Management, and PMO Governance. Participates in the development and tracking of process and results metrics. Ensures performance of the processes, as well as ensuring integrity of project and portfolio metrics being reported.


 Policy, Process and Standards – Responsible for the creation, management, continuous improvement, and maintenance of the policies and standards around Portfolio Management, including project delivery and PMO governance activities. Works closely with Business Technology Executives to manage capital forecast and demand as outlined in the IT Roadmaps. Provides direction and guidance to Process Stakeholders to ensure they have the information needed to accomplish their job responsibilities. Drives IT Portfolio Management concepts into daily management across all teams.

Customer Relationship Management – Develops and sustains strong relationships with key governance and project stakeholders. Works directly with process stakeholders and end users, including Capital Asset Accounting and Corporate Accounting/Finance. Identifies areas in which improved communication is needed and partners with others to implement those changes.


Team Organization and Support – Participates in a cross-functional team of Xcel Energy and 3rd party consulting resources striving to implement procedures that will leverage diversity. Participates in developing effective scorecards and ensure that individual performance goals align with and support the team and organization's scorecard.

Assists the Senior Portfolio Liaison and Portfolio Manager with activities related to portfolio management and PMO governance to develop the expertise and ability to apply the policies and standards that will maximize the value of the IT portfolio.

Uses the budgetary and target threshold guidelines to ensure appropriate governance at the Business Systems Leadership Team. Provides input into Director and Business Systems Leadership Team Governance meetings, as needed.

Develops a resource network to understand and apply current trends in Portfolio Management, Project and IT Service Delivery models. Completes Special Projects as needed.


Minimum Requirements

Bachelor's degree in business, information technology, finance, or related field or equivalent experience. At least 5 or more years of business/technical experience in IT or Finance. Demonstrated experience in project management activities, including management of project financials (budgeting and forecasting) and schedule. At least 2 years experience using project management tools, techniques and communication processes, or equivalent demonstrated knowledge and skills. Ability to communicate with executive management and business constituents about technical or business issues in non-technical terms (oral and written) and ability to quickly establish credibility and build relationships with business and technical constituents. Demonstrated ability to work in a diverse and rapidly changing business environment, integrating with multiple groups and vendors, managing and facilitating team efforts in achieving desired objectives; developing network of internal and external business and technology professionals; exceptional interpersonal skills, customer focus, communication, time management and analytical abilities. Ability to use applicable system tools.
