Meter Engineering & Planning - Engineer II or Engineer III

Dominion Metering Engineering and Planning is seeking an experienced Engineer for our Richmond, Virginia location. This role applies engineering expertise to evaluate, troubleshoot, and develop programs for electric meters and ancillary metering products such as instrument transformers, test equipment, and meter enclosures. 

There is one position which will be filled at the Engineer II or Engineer III level, commensurate with the selected candidates’ skills and abilities. At the time of application, candidates must indicate at which level they want to be considered, e.g. Engineer II, Engineer III or both Engineer II and III. 

This role will provide support for AMR, AMI and high-end meters by evaluating new and on-going metering technologies. This role requires an in-depth knowledge of electric meters, metering software, instrument transformers, and a learned expertise in various metering products. This role will help analyze meter data to support other departments such as Field Operations, AMI Technology, System Metering, Billing, Rates, and DVI. Specific details and responsibilities include: 

  • Data analysis skills including, but not limited to, statistical techniques and/or machine learning.
  • Electric distribution experience preferred as well as IT skills sufficient to interact with databases and deploy metering software as required
  • Electrical Engineering with Power Systems experience is strongly desired.
  • Performs and/or reviews engineering calculations, analysis, research and design. Provides cost analysis as needed and develops recommendation based on calculations (e.g. cost for equipment upgrade) for management review.
  • Distinguished from Engineer I by increased complexity in application of engineering skills required.
  • Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirements: 

  • For Engineer II Position: 3-4 years of relevant engineering experience is required. (Note: A Master's degree can count towards one year of experience)
  • For Engineer III Position: 5 years related engineering work experience is required. (Note: A Master's degree can count towards one year of experience) 

Additional qualifications for both Engineer II and Engineer III include the following:

  • Knowledge and application of engineering theories and principles, concepts, and fundamentals.
  • Knowledge of ANSI C12.1 for electric metering
  • Knowledge of metering software is preferred
  • Understanding of in-service meter testing programs preferred (i.e. Statistical Sampling, Periodic testing, etc.)
  • Understanding of meter obligations to regulatory agencies preferred
  • Competency in applying engineering principles, fundamental concepts, practices and procedures requiring some evaluation, originality and/or ingenuity to achieve project objectives.
  • Ability to perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.).
  • Experience with Microsoft Access and Excel
  • SQL and Oracle database, SQL Server queries experience is preferred
  • Planning, organizational and project management skills.
  • Ability to develop and exercise leadership skills.
  • Effective decision making skills.
  • Effective oral and written communication skills (includes technical writing).
  • Ability to think analytically and solve complex problems.
  • Ability to interpret codes, regulations and practices.
  • Equally effective working independently or in a team environment.
  • Ability to process information quickly and effectively manages multiple tasks.
  • Experience in telecommunications industry is preferred
  • Professional Engineer (PE) license is preferred. 

Education Requirements 

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor 

Preferred Disciplines: Electrical, Mechanical, or Computer Engineering 

REQUIRED ENGINEERING CRITERIA: 

For placement of a candidate in the Engineer job series, the following criteria must be met: 

1) Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or; 

2) Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or; 

3) Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or; 

4) Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or; 

5) Holds or has previously held a valid U.S. Professional Engineer license.
