Local Unit & Position Description

DNV GL – Energy is seeking a Proposal Manager to join our North America business unit. The Proposal Manager supports the sales lifecycle through the delivery of quality, efficient, and cost-effective bid management tools and processes that align with corporate strategies, ensures compliance with management system processes and policies and provides consistent value-added sales support.

This position fills an essential part of the business development process by managing and constructing high quality, well-written proposals that allow DNV GL to gain new business, secure return business from existing clients, and increase business revenue. The successful candidate must have proven ability in planning, producing and delivering compliant proposals within a complex business environment. This will be a highly-networked role that requires an ability to work well with others under pressure, to challenge deadlines, and collaborate with all levels of the Energy North America management team.

The Proposal Manager is responsible for managing the entire proposal process in collaboration with ad-hoc proposal teams, including: scheduling and managing proposal kick-off meetings, facilitating key review sessions, providing technical review of Requests for Proposal (RFPs), constructing a proposal outline, assisting the team to identify win points, performing proposal content writing and construction (in consultation with subject matter experts), constructing electronic versions of review drafts and final versions, and producing, shipping, or uploading hard copy submissions.

Knowledge and experience with proposal development and marketing strategies is preferred. Candidates should be highly proficient in MS Office Suite. Familiarity with Visio, Adobe Acrobat Pro and Adobe InDesign is a plus.

This position may be located in any of the following DNV GL North America Offices: Arlington, VA; Medford, MA; Madison, Portland, ME; Oakland, CA.


Tasks May Include


  • Proposal management
    • Help ensure proposals are properly scoped, identify and evaluate assumptions, help identify risks, and ensure proper Legal, Financial, Table of Authority, and workflow requirements are met.
    • Proposal reviews - assess required content, proposal length, proposal requirements, necessary attachments, and related.
    • Work in partnership with internal and external collaborators and participate in strategy sessions on assigned proposals to develop win themes and strategic approaches to creating a winning proposal.
    • Assist with proposal writing and/or identify subject matter experts that can effectively contribute to proposal responses.
    • Assist with development of marketing materials, qualification submittals and finalist presentations to ensure consistency and adherence to corporate quality practices.
    • Supervise proposal process throughout the development of sales effort and create synergy among the team for creative and winning proposals, while implementing best practices throughout the business unit.
    • Utilize prior knowledge and experience to help lead, inform, and share “lessons learned” to those preparing business unit proposals.
    • Participate in effort to enhance standard boiler-plate and proposal libraries, in support of establishing unit-wide proposal development tools and templates.
  • Proposal content development
    • Collaboratively work with SMEs, PMs, prime- and sub-contractors to understand program delivery and strategies to develop content that develops key messages, value propositions, and key differentiators against competition.
    • Construct final content from outline material constructed by others; collecting and assembling core qualification materials (resumes, biographies, project qualifications, references, certifications, and related); tracking and monitoring working drafts; assembling required attachments, addendums, and related, including communicating with other company managers and staff for required legal reviews, signatures, Table of
    • Authority, work flows, and similar.
    • Review content, edits and formats of technical content for style, consistency, clarity, voice, readability, and spelling/grammar; document template formatting per company standards.
    • Provide quality assurance and best practice reviews for all documents and materials.
    • Ensures compliance with RFP criteria, corporate identity, branding, and accurate content.
    • Abstract, condense, or create general information for inclusion in proposal documents.
    • Demonstrated ability and experience to perform technical editing using one or more stylebooks, particularly Chicago and AP.
    • Track and regularly report on pending bids, current bid reviews, current proposal team deadlines, and current proposal team status.
    • Create and manage SharePoint site for team collaboration.
    • Work with in-house editors and design team on projects, and to create repository of infographics and iconography.
    • Finalize deliverables into ready to send form (via electronic means, uploading to web portals, and/or hard copy shipments, as required in RFP).
Position Qualifications

  • Bachelor’s degree or higher in Marketing, Business, English, or related degrees
  • Minimum 6 years of experience in similar writing or marketing position(s)
  • Experience with utilities preferred
  • Experience working with proposal software is a plus
  • High proficiency with full Microsoft Suite (Word, Excel, PowerPoint, Outlook, Skype) is essential; familiarity with Adobe Acrobat Pro, Adobe InDesign, and Visio is a plus.
  • PMI CAPM certification, or demonstrated project management experience preferred
  • Demonstrated experience in developing and managing business proposals; bid planning, intelligence gathering, field research, data collection, competitive analyses and partnership (prime and sub- contractor) strategy
  • Strong analytical and organizational skills required, with demonstrated flexibility in a high-performance, fast changing global culture
  • Detail-oriented, innovative, client-focused, ability to prioritize multiple projects and deliverables with competing deadlines
  • Strong written and verbal English communication skills
