Reliability Compliance Analyst

RELIABILITY COMPLIANCE ANALYST

Chelan’s Reliability Compliance Analysts are part of a strong, high-performing team, and have the opportunity to work with a variety of Standard Owners across several business units

The Reliability Compliance Analysts work with Standard Owners to develop and implement sound tactical programs, procedures and operational processes to enhance electric system reliability and facilitate compliance with NERC and WECC requirements. This includes both Operations, Maintenance & Planning Standards and CIP Cybersecurity Standards. The incumbent will also develop and implement preventative, detective and compensating compliance controls and best practices across the company to monitor and facilitate reliability compliance.

The purpose for this career level position is to enhance electric system reliability and facilitate compliance with regulatory requirements related to system reliability and/or electric system cyber security through the development of operational program technical processes and controls. In conjunction with subject matter experts, this position will develop and implement sound tactical programs, procedures and operational processes. Develop and implement preventative, detective and compensating compliance controls and best practices across the District to monitor and facilitate compliance. The career level position works on complex issues and standards. This level also leads teams, projects and mentors and/or trains lower level analysts.

ESSENTIALFUNCTIONS:

  1. In collaboration with Standard Owners, provide guidance to coordinate compliance for assigned NERC/WECC Reliability Standards and requirements, including assistance with Reliability Standard Audit Worksheet (RSAW) preparation, drafting program and procedure documents, Audit materials, Self-Reports and Mitigation Plans. Organize and retain documentation of programs and practices to satisfy compliance with NERC/WECC Reliability Standards and requirements.
  2. Document coordination/organization relating to WECC Audits, Spot-Checks, Self-Certification, investigations, and compliance filings and responses to requests for information. Participate in Audits, including, but not limited to, drafting Responses to data requests, ensuring timely submittal of responses, attending audit interviews, analytical discussions with District team members, and interacting with audit team members.
  3. Research and provide guidance regarding industry best practices, compliance processes, procedures and documentation and recommend and implement changes to District operational processes.
  4. Provide periodic training for Standard Owners on topics such as compliance, industry issues and best practices. Provides training and work oversight of lower level analysts or team members.
  5. Monitor, evaluate, and track external compliance requirements, deadlines and industry best practices. This may include requirements from FERC, NERC, WECC or other regulatory bodies. Engage in industry forums and outreach activities.

QUALIFICATIONS:

Post-Secondary Education:
Bachelor's degree (B. S., B. A.) in a science, technology, engineering, or math (STEM) field, public administration, business, or a related field from a college or university; or equivalent combination of education and NERC/WECC experience. Candidates with a Juris Doctorate, master’s degree or relevant certifications may substitute 2 years of the experience requirement.

Desired licenses & certifications (one or more):
•Certified Information System Security professional (CISSP);
•Certified Information Systems Auditor (CISA);
•Certified SCADA Security Architect (CSSA);
•Certified Protection Professional (CPP);
•Physical Security Professional (PSP);
•Professional Engineering License;
•NERC System Operator Certification; or
•Project Management Professional

Experience:
Typically requires at least three (3) years of professional experience in a legal or regulatory compliance occupation. Candidates with demonstrated NERC/WECC Reliability Compliance experience strongly preferred.

COMPENSATION & BENEFITS:

The position may be filled at a level II or III. In addition to a competitive salary range of $77,680 - $117,600 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.
