POSITION SUMMARY

The Real Dispatch and Trading Trainee is responsible for developing proficiency in the responsibilities of the Real Time Marketer and Resource Dispatcher and for monitoring the hour-to-hour use of Tri-State resources, purchased power, and off-system transactions and ensuring that adequate resources are available to meet all Tri-State load obligations, including spinning and non-spinning reserve requirements, within the operational parameters set forth by the regulations, reliability standards and business practices established by the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Regional Reliability Organizations (RRO) and the North American Energy Standards Board (NAESB).

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Trainee responsibilities include, but are not limited to, the following and increase in responsibility and accountability as the Trainee gains knowledge, experience and proficiency in the position:

  • Monitor commodity pre-schedules and long-term contracts during shift within approved authority matrices of Tri-State's Energy Risk Management Policy.
  • Work with the Resource Dispatcher(s) to optimize all available resources and transmission assets.
  • Develop proficiency in monitoring and maintaining spinning and operating reserves, as required, at all times. Respond appropriately to Southwest Reserve Sharing Group and Rocky Mountain Reserve Group activations.
  • Respond to generation outages by procuring alternative resources to balance Tri-State's system, in accordance with industry standards.
  • Develop proficiency in unscheduled flow relief as directed by Transmission Providers, Balancing Authorities and/or Reliability Coordinator.
  • Responsible for negotiating and implementing hourly commodity transactions with approved counterparties within Tri-State's approved authority matrix limits.
  • Oversee natural gas positions for turbine generation, as necessary.
  • Develop a well-balanced short-term perspective of market direction and tracks regional and inter-regional commodity pricing disparities.
  • Analyze relationships between transmission availability and access to and price of market electricity products.
  • Develop proficiency in purchasing transmission and creating electronic tags for applicable energy transactions through web-driven platforms supporting open access.
  • Develop proficiency in maintaining electronic logs and records, documenting all relevant operating information, problems and issues encountered during the shift.
  • Begin cross-training in Resource Dispatcher responsibilities.
  • Evolution of Resources Dispatch and Trading does not preclude workflow changes that include additional responsibilities not specifically outlined in the policies, programs, guidelines or procedures.
  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

  • Perform other related duties as assigned.
  • Obtain NERC certification, within management specified time period, and maintain NERC certification status while performing the requirements of this position or the Resource Dispatcher or Real Time Marketer.

REQUIRED JOB QUALIFICATIONS:

Education and Training:

  • Bachelor's degree in Business, Economics, Engineering, Finance or other related discipline or an equivalent combination of experience and/or education.
  • Obtain NERC certification, within management specified time period, and maintain NERC certification status while performing the requirements of this position or the Resource Dispatcher or Real Time Marketer.

Knowledge, Skills, and Ability:

  • Working knowledge of database and spreadsheet software applications; and able to be adaptable to industry specific software.
  • Analytical capabilities with attention to detail.
  • Independent learner with natural curiosity about energy market dynamics.
  • Ability to communicate effectively, both verbally and written.
  • Ability to establish and maintain effective working relationships.

Experience:

  • Zero (0) to two and one half (2 1/2) years of related energy experience preferably in the electric utility industry.

Other:

  • Two and one half (2 1/2) years training commitment for completion of training program, unless a position becomes available and an appraisal results in a recommendation to advance.
  • Must complete annual required Learning Management System (LMS) coursework, particularly Standards of Conduct (SOC) and Critical Infrastructure Protection (CIP).
  • Must read, agree and execute acknowledgement of Tri-State's Energy Risk Management Program and Energy Markets Code of Conduct along with adhering to other applicable policies, programs, guidelines or procedures that ensure compliance.
  • Must be willing to work 24/7 rotating shift, overtime and holidays.
  • Willingness to travel as required. (Possession of valid driver's license.)
  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS:

  • Knowledge of electric power and natural gas fundamentals including basic understanding of risk management desired.
