Resource Planning Manager

The Resource Planning Manager is responsible for leading Platte River’s resource planning efforts, which includes developing and finalizing an updated integrated resource plan every few years and performing various other economic and technical studies.  A significant aspect of this position is to determine how to integrate new intermittent resources into Platte River’s power supply portfolio in an efficient and reliable manner.  This position serves as a Platte River liaison with the owner municipalities, regional utilities, and other entities for ensuring a high level of coordination for short and long-term resource planning efforts.


This position also leads, manages and supervises staff within the Resource Planning department and  provides direction in areas such as new generation resource evaluation and acquisition, production cost modeling, market information gathering, analytics, and other technical support to Platte River’s strategic and resource planning efforts.  This position will work in a cross-functional team environment with staff and management from multiple departments. 

Annual salary range for this position is $ 124,800 - 171,600 (DOQ) 

Essential Functions: 

  • Leads in the development of resource planning approaches to ensure Platte River’s long-term sustainability
  • Implements initiatives and goals related to diversifying Platte River’s electric resource portfolio, increasing collaboration and communication with (and among) the owner municipalities, and facilitating technological innovation
  • Leads the multi-year integrated resource plan and efforts which includes developing and drafting a final written report that is approved by Platte River’s Board of Directors and is typically completed once every five years
  • Manages efforts to evaluate, select, and communicate costs/benefits of new generation options that help meet Platte River’s strategic initiatives
  • Directs evaluation, selection, development, and implementation of production cost and capital expansion models specific to Platte River and its municipalities
  • Supports Platte River’s operations group in developing a new economic dispatch model to enhance resource utilization and surplus sales opportunities
  • Coordinates with other Platte River departments (and with its municipalities) to ensure optimal integration of electric resources
  • Supports impact assessments of potential future market conditions, including greenhouse gas markets (cap & trade, taxes, etc.), energy imbalance markets, regional transmission organizations, and other potential initiatives
  • Coordinates with other departments and with regional entities/sources to ensure up-to-date market information such as fuel costs, generation technology performance, transmission, and distribution innovations and other technologies/factors impacting Platte River’s resource plans
  • Interfaces and works with finance, forecasting, risk management, marketing, fuel supply, transmission, operations, and other groups to incorporate short-term and long-range considerations into optimal resource and strategic plans
  • Attends citizen advisory board meetings, large customer meetings, and other meetings with strategic groups within the municipalities to enhance coordinated planning efforts
  • Supports development of Platte River’s annual load forecast and coordinates with the municipalities on retail load forecasts
  • Supports development of wholesale rate structures and annual rates review
  • Provides leadership, supervision, direction, and support to resource planning staff
  • Develops work plans, sets goals, assigns work, monitors staff performance, and is responsible for ensuring work plans are successfully implemented
  • Develops and manages the resource planning department budget
  • Evaluates, selects, and manages related information sources (EPRI, RMEL, DOE, etc.) to ensure Platte is aware of innovative approaches to resource management
  • Seeks opportunities for grants and other funding to leverage evaluation of new technology options and act as lead author for grant applications
  • Ability to work safely and demonstrate a commitment to safety
  • Maintain regular and reliable attendance
  • Performs other duties as assigned

Minimum Qualifications: 

  • Bachelor's degree in engineering, finance, economics, mathematics, business, or related field
  • Minimum five (5) years of electric utility experience in electric resource planning
  • Minimum three (3) years of experience developing integrated resource plans or corporate strategic plans
  • Minimum of ten (10) years of experience in the electric utility industry or field of work
  • Extensive analytical skills including experience running production cost and capacity expansion model(s)
  • High attention to detail with the ability to produce accurate, effective reports
  • Excellent verbal, written, and presentation communication skills
  • Strong interpersonal and collaborative skills; ability to establish and maintain effective working relationships; and, able to work independently and as part of cross-functional teams with both internal and external customers
  • Ability to think strategically for innovative ways to incorporate various possible solutions
  • Ability to exercise initiative and judgment, prioritize resources, and make decisions in the best interest of Platte River
  • Ability to manage shifting priorities
  • Excellent  project planning, project management and facilitation skills
  • Demonstrated knowledge of electric generating units operation and performance characteristics
  • Demonstrated experience evaluating and selecting new generation resources, particularly combined cycle gas generation
  • Demonstrated leadership skills and abilities to include the development of effective work teams, building and maintaining positive interpersonal relationships, developing others, presenting a professional leadership image, leading by example, and managing conflict
  • Current valid driver’s license and ability to remain insurable under Platte River’s vehicle liability policy 

Desired Qualifications: 

  • Master's degree in engineering, finance, economics, mathematics, business, or related field
  • Project management experience
  • Minimum of three (3) years of experience supervising technical and professional staff
  • Experience analyzing large amounts of data using database structures
  • Electric utility experience in functioning electric markets (e.g. MISO, SPP, ERCOT)
