Northeast Power Coordinating Council, Inc. (NPCC) is a not-for-profit corporation responsible for promoting and improving the reliability of the international, interconnected bulk electricity systems in Northeastern North America. NPCC operates as a Regional Entity within the U.S. under a delegation agreement from the North American Electric Reliability Corporation (NERC) with the responsibilities to set, monitor, assess, mitigate and enforce mandatory reliability standards. The Risk Evaluation and Mitigation Engineer participates in making compliance determinations on NERC Operations and Planning Reliability Standards. The Risk Evaluation and Mitigation Engineer analyzes the facts and circumstances associated with potential non-compliances to determine the risks they present to the reliability and security of the bulk power system and works with entities to implement mitigation plans. The potential non-compliances are processed under the NERC Rules of Procedure and the NERC Compliance Monitoring and Enforcement Program (CMEP).
Essential Duties and Responsibilities
- Evaluate the facts and circumstances surrounding noncompliance to determine the risk to the bulk power system.
- Determine acceptable mitigation activities or plans associated with noncompliance to ensure the mitigation activities address the risk posed to the bulk power system.
- Obtain from registered entities the necessary information to understand each noncompliance, support a risk analysis, and review mitigation.
- Provide technical expertise regarding risk assessments and mitigation.
- Develop written materials to support risk assessments and mitigation activity process.
- Maintain the confidentiality of evidence, findings, reports, and any other records.
- Assist with the development of an evidentiary record to ensure there is sufficient evidence to support a proposed disposition and a complete and final record.
- Provide training, education, and communications to NPCC staff and industry stakeholders. This includes presentations at workshops, webinars, and to NPCC committees and subcommittees.
- Prepare and/or review responses to NERC and governmental agencies data requests and other oversight.
- Assists with the development and implementation of NPCC internal processes, procedures and external guidance, implementation plans and other documentation.

- Bachelor’s or Master’s Degree in Engineering or related field, or equivalent combination of education and electric utility industry experience resulting in demonstrated ability to perform duties and responsibilities.
- Ten (10) or more years of relevant industry experience in:
- Development and/or implementation of NERC and/or Regional CMEP tasks
- Transmission System Operation working as a System Operator
- Energy Management System engineering
- Supervisory Control and Data Acquisition modeling
- Transmission Planning
- Substation design and maintenance
- Transmission line design and maintenance
- Background check results consistent with the protection of critical energy infrastructure information and satisfactory to NPCC, Inc.
- Strongly Preferred: Ability to communicate fluently in French on all electric power system technical issues.
- Ability to work within the U.S.
