This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
SUMMARY:
Coordinates and facilitates the construction and/or modification of transmission lines, switch-yards, substations, including facility upgrades. Responsible for meeting the quality, scope, schedule, and financial objectives of construction projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages contractor work progress and completion while meeting Company standards and expectations per contract agreements
Ensures the job keeps moving and works with the contractor to avoid/mitigate issues
Performs field and record inspections to ensure compliance with complex material, equipment, contract, or design specifications
Develops procedures and practices relating to Company work or new equipment installations and operation
Reviews switching procedures, and assists with coordinating any clearances with Company control authorities
Ability to recognize and address safety issues on-site
Communicates verbally and in writing with customers, Company personnel, outside agencies and other utilities for purposes of project negotiations, assistance, information gathering, and departmental support
Provides assistance and training to contract inspectors, and may assist in the orientation and training of entry-level engineers or other departments
Recommends field assignments, field changes, material or equipment purchases, and attempts to secure customer satisfaction
Understands and applies knowledge of applicable codes, specifications, standards, and engineering practices and principles to area of responsibility.
COMPETENCIES:
Extensive knowledge & experience with construction, construction contracts, Company practices & standards, tools used, specifications, etc.
Ability to manage, plan, & organize several concurrent complex activities under severe time constraints
In-depth knowledge of right of way terms, environmental regulations & governmental guidelines
Ability to recognize and define objectives requiring action by the group, when acting as a team leader
Ability to delicately balance economic variables, customer requirements, and Company interests to derive a solution
Ability to read and interpret complex electrical and construction designs
Ability to effectively interface with a variety of internal and external customers
Broad understanding of existing guidelines and policies
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in a related field with five to seven years of related experience, or equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a current, legally valid driver's license and meet the company's driving record requirements.
COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively and answer questions from groups of customers, clients, management, or other employees of organization
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of basic algebra and geometry
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to apply mathematical, economic and risk analysis, and electrical, civil, or mechanical engineering knowledge. Ability to provide sound recommendations to resolution of design and field issues. Ability to design smaller projects with oversight. Ability to provide technical assistance for the design and construction of electric distribution and transmission facilities. Ability to coordinate field changes, material or equipment delivery/inspections, and makes sure work is performed in compliance with safety guidelines.
DECISION MAKING:
Works independently and applies knowledge to project plans and designs; coordinates very complex projects, assignments, and tasks associated with the installation of electrical facilities. Ability to recognize and address safety issues on-site. Ability to make decisions in accordance with established contractual requirements and PNM policies.
SCOPE AND IMPACT:
Construction projects range in multi-million dollar costs. Successful completion of these projects while meeting the quality, scope, schedule and financial objectives is critical to the Company's infrastructure development and reliability goals
COMPUTER SKILLS:
Working knowledge of database, spreadsheet, and word processing software
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand and/or walk up to 2/3 of the time. The employee must occasionally lift and/or move up to 25 pounds.
