Senior Electrical Engineer

Performs professional engineering work in the planning, design, construction, operation and maintenance of the electrical distribution system. The incumbent in this position oversees the development of standards, performs engineering analysis of the distribution network and substation and SCADA systems, establishes design guidelines, and assists customers with resolving power quality issues. The salary range for this position is $86,900- $139,100 per year with a hiring range of $86,900 - $113,000, depending on qualifications and experience. Position will close to applicants on: January 18, 2019 at 4:30 P.M. M.S.T.

ESSENTIAL JOB FUNCTIONS: 

  • Coordinates capital improvement programs including budget preparation, design, coordination with other City departments and utilities, plans and specifications, and bid preparation and award.
  • Performs relay and fuse coordination studies and establishes relay setting standards. Performs engineering analysis to optimize performance of electric distribution system including distributed and alternative energy sources.
  • Develops and updates planning studies and maintains master plan for utility improvements.
  • Evaluates the City's ability to provide service to all current and potential electric customers.
  • Ability to work closely and proactively with the Division’s design team, operations supervisors, and operations staff (line crews).
  • Coordinates interconnection issues with other utilities for distribution level wheeling. Reviews submitted engineering designs for conformance with adopted master plans.
  • Establishes engineering design guidelines for staff.
  • Develops and maintains material specifications and construction standards. Performs primary testing, troubleshooting, maintaining, and upgrading jointly operated SCADA system and City owned RTU’s.
  • Coordinates power operations and planning with City power supplier.

OTHER JOB FUNCTIONS:

  • Responds to citizen complaints.
  • Assist with power quality surveys as requested by metering staff.
  • Provides technical support to power operations personnel to plan, design, maintain, operate, and improve the power distribution network.
  • Assists line personnel during recovery from large outages.
  • Selects and manages professional consultants, as well as attending Loveland Utilities Commission, Planning Commission, Construction Advisory Board, City Council, Joint Technical Advisory Committee, and other meetings as necessary.

SUPERVISORY DUTIES:

This position is responsible for supervision of City employee(s).

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and ensuring accountability; addressing complaints and resolving problems.

JOB QUALIFICATIONS:

Knowledge, skills and abilities:

Extensive knowledge of power systems and associated equipment. Ability to solve complex power engineering problems. Thorough knowledge of the National Electric Safety Code and working knowledge of the National Electric Code. Skilled in project management with ability to work with consultants, contractors, other utilities and electric customers. Ability to communicate effectively and diplomatically with coworkers, subordinates, contractors and other City staff. Skilled in technical troubleshooting of power system disturbances, failures, and related power equipment and machines. Ability to use power-related test equipment and computer equipment and related software. Knowledge of economic analysis. Ability to effectively evaluate new material, equipment, and construction standards. Ability to prepare detailed reports and give presentations to the Loveland Utilities Commission, City Council, City Advisory Boards or public meetings.

Education and/or experience:

Bachelor of Science degree in electrical engineering with emphasis in power systems required.  Minimum of five (5) years of progressive work in power distribution or closely related field including equipment specification, substations, distributed energy, and SCADA system design and analysis is preferred.

Licensure and/or certifications:

Must possess a valid driver's license.  Professional Engineer’s License preferred.

Material and equipment directly used:

Computer, telephone, vehicle, 2-way radio, multi-function meter, hi-pot, TTR, meggar, power factor test set, power quality analyzer, ground test equipment

Working conditions and physical requirements:

Work is performed both inside and outside with occasional outside work in inclement weather and around excessive noise from machines or equipment. Moderate physical activity required by moving, positioning and handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently. Work may include pushing, pulling, stooping, kneeling, crouching, crawling, climbing and reaching to assist others in performing job. Working environment may include working in confined spaces, below ground installations, above ground ladders, aerial devices or equipment at various heights, working on or around energized equipment, (110 volts to 115kv). Work may involve long hours during holidays, emergencies and weekends. Position is subject to call out during outages with no notice and will also be on-call during certain times of the year.
