Sr. Meter Data Solutions Specialist

Job Purpose:

 Lead projects and initiatives aimed at improving meter-to-cash technologies, integrations and applications. Lead implementation and identification of technical solutions for smart grid use cases that support all areas of the Commission and leverage smart grid data to meet strategic objectives. Assist Manager with oversight of Meter Data Management (MDM) operational activities while identifying solutions to continually improve effectiveness and customer experience within the meter-to-bill process cycle. Provides Subject Matter Expertise on system health, maintenance, and continuous improvements of meter-to-cash applications. Work with technical representatives to deliver completely implemented solutions to end-user community by leveraging best practices of the core applications. Align with Smart Grid guidelines/strategies as well as work with AMI user community to ensure consistent data use throughout the commission internal/external users.




  • Bachelor’s Degree in Computer Science, Information Technology, or Business Administration from an accredited college or university
  • Minimum of five (5) years of experience as a Business Analyst (system support role) in a meter-to-cash system support role, or related experience (including SQL (structured query language) and data mining/analysis), to include a minimum of three (3) years of experience in Meter to Cash Suite (Oracle Utilities, Elster) and all defined interfaces, and add on functionality (meter headend systems, consumer behavior systems, data analysis tools)
  • PMP or project management certifications/coursework preferred;
  • Demonstrated working knowledge and competency in (3) or more of the following areas:


o   SQL or Access query;


o   AMI Network (HeadEndSystems) software;


o   FCS (field collection) meter reading hardware/software;


o   Route management software;


o   Meter data analytics software (i.e. DataRaker);


o   Aggregation/estimation/editing methods for interval data via meter data applications (i.e. Oracle MDM, MV-90, etc.);


o   Internal databases structures related to various meter data applications (i.e. CIS, MDM, MV-90, etc.);


o   Technology issues with hardware, software, and network issues;


  • Working knowledge of all, but not limited to the following:


o   Structured methodologies (i.e. FADE, SDLC, Agile, and other best practices);


o   Customer Information System (Oracle Utilities preferred) (i.e. Customer Care and Billing [CC&B], MDM, CGI Modules, Outage Management System [OMS], Pragma CAD, Moblite, PSERM, AutoCAD);


o   Meter-to-cash applications’ core functionality and key integrations;


o   Process of researching and piloting new technologies (i.e. 3D printing, wearable technology, mobile devices, Geographic Information Systems [GIS]);


  • Familiarity with all, but not limited to the following:


o   Meter-to-cash applications’ core functionality and key integrations;


o   Meter data analytic platforms;


o   Prepaid metering;


o   Advanced Metering Infrastructure (AMI);


o   Software Application (i.e. Visio, Microsoft Project, Smart Grid Gateway [SGG], Elster Exceleron, Web, IVR, CGI OMS/CAD);


o   Create pivot tables in Excel;


o   Structured Query Language (SQL);


o   Related industry (IIBA, EACOE, PMI), organizational and departmental policies, legal guides, best practices and procedures, ordinances and laws;


  • Ability to:


o   Use productivity tools such as Access for analysis/data behavior/data mining;


o   Develop department and project key performance indicators;


o   Track costs for a project (i.e. work orders, invoices, actuals versus budget);


o   Perform data analysis related to meter endpoint usage, events, status, health, instrumentation and network performance statistics;


o   Learn new enterprise applications (i.e. ePets, Documentum, Sharepoint, Oracle Utilities, CGI Suite);


o   Manage technical projects using relevant project/business management software(s);


o   Take on new bolt on applications and technologies;


o   Provide work-flow and technical guidance to others;


o   Make arithmetic computations using whole numbers, fractions and decimals, rates, ratios, and percentages;


o   Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (computer, fax, telephone, copier, etc.);
