System / Sr. System Electrical Engineer (Protection)

Platte River Power Authority is seeking a System Electrical Engineer skilled in system protection relay settings and performing key engineering duties.  The primary responsibilities focus on electric transmission system protection relay settings and coordination, fault studies, disturbance analysis, and associated NERC compliance. Other responsibilities may include detailed design, design review, coordination, construction and inspection of Platte River Power Authority's 115kv/230kv substations and/or transmission lines and related general plant facilities. 

Annual salary range for System Electrical Engineer is $90, 372 - 124,260 (DOQ)
Annual salary range for Senior System Electrical Engineer is $107,772 - 148,188 (DOQ) 

Essential functions listed below are for a Senior engineer position: (Duties for a System Electrical Engineer are similar but may vary in scope, accountability and responsibility) 

  • Creates, updates, and reviews relay settings
  • Conducts system fault studies
  • Performs system fault disturbance analysis
  • Ensures compliance with NERC and WECC reliability standards
  • Responsible for the detailed design, coordination and construction of Platte River’s electric substations, transmission lines, protection systems and related electric system facilities
  • Creates physical designs such as substation plan and section views, foundation layout, ground grid design, conduit layout and sizing design
  • Ensures compliance with internal work processes for authorizations, contracts, change orders, purchasing, inventory, finance and project management
  • Develops specifications, cost estimates, cash flow, budgets, and schedules for substation design projects
  • Provides review of detailed design and technical support
  • Conducts AC/DC electrical function testing
  • Designs Remote Terminal Unit (RTU) installations
  • Conducts substation construction inspections and commissioning
  • Supports a culture of safety and security
  • Creates physical designs such as substation plan and section views, foundation layout, ground grid design, conduit layout and sizing design
  • Mentors other engineers in the department and acts as the subject matter expert for other departments in the organization
  • Maintains regular and reliable attendance
  • Performs other duties as assigned 

Minimum Qualifications: 

  • Bachelor’s degree in Electrical Engineering from an accredited four-year college
  • Minimum three (3) years of professional experience in system protection and/or in utility substation design
  • Ability to read and understand design criteria, specifications, cost estimates, cash flows, budgets, and schedules
  • Knowledge of design and construction of transmission lines and/or substations and protection systems
  • Strong computer skills with proficiency in Microsoft Office suite (Excel, Word, Outlook, PowerPoint) programs
  • Excellent interpersonal, verbal, written and listening communication skills
  • Ability to apply problem-solving, critical thinking, and independent decision-making skills, with consistent attention to detail
  • Valid current driver’s license and ability to remain insurable under Platte River’s vehicle reliability policy 

Additional Minimum Qualifications for Senior Electrical Engineer: 

  • Minimum seven (7) years of professional experience in system protection and/or in the detailed design of electrical substations or transmission line engineering
  • Has one of the following:  Professional Engineering certification, Project Management Professional certification, or a master’s degree related to Platte River’s core business or functional areas (MS, MBA, etc.)
  • Ability to develop design criteria, specifications, cost estimates, cash flows, budgets, and schedules
  • Proficient in software such as Aspen OneLiner, MathCAD, AutoCAD or similar software to perform engineering responsibilities
  • Ability to effectively manage projects of considerable scope and complexity, on schedule and budget, within the Platte River project management framework
  • In-depth knowledge of design and construction of transmission lines and/or substations and protection systems
  • In-depth knowledge of SEL relay settings and applications
  • In-depth knowledge of NERC Reliability Standards
  • Solid understanding of NESC, EC, IEEE, ANSI design and construction codes
  • Ability to establish work priorities, coordinate assignments for self and others, and handle multiple tasks under pressure, while maintaining composure with minimal supervision
  • Ability to make sound decisions considering potential impacts of decisions to the overall organization  

Desired Qualifications: 

  • Proficient in PLS-CADD Software
  • Knowledge of distribution substation design and construction
  • Experience with Orion RTU’s and/or General Electric RTU’s such as the D20MX and D400 series
  • Engineer-In-Training (EIT) certification
