Brief Posting Description
Responsible for providing the Transmission organization with leadership and ownership of the Human Performance program including responsibility for the development, implementation and sustainability of the program with the goal of improving employee competency and productivity as well as organizational effectiveness. Responsible for providing direction and support to all of Transmission and serves as subject matter expert (SME) in Human Performance matters relating to Transmission.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:Develop overall strategy and implementation plan for the Transmission Human Performance program in conjunction with the Senior Manager, Support Services and the Human Performance Steering Committee (HPSC). Monitor and assess the program to determine effectiveness and recommend and/or initiate adjustments as needed. Provide support and guidance to Transmission functional areas in the implementation and interpretation of the Human Performance plan. Serve on the designated Human Performance Steering Committee (HPSC). Work with steering committee members to provide timely goal and milestone deliverables. Communicate strategic direction for the development, implementation, administration and growth of Human Performance. Serve as the catalyst to create a culture of performance improvement within the Transmission organization. Collaborate with other departments to ensure integration with overall training plans, safety programs and process improvement efforts. Identify training needs, recommend development opportunities, and the implementation of Human Performance fundamentals. Collaborate with other departments on root cause investigations and in the determination of appropriate corrective actions. Analyze Human Performance data and work with leadership to develop and implement actions that support the health and sustainability of the program. Participate in peer group benchmarking and any other applicable educational opportunities that support industry trends. Engage in events for continuous improvement through processes, systems, tools and techniques. Develop, maintain and publish Human Performance metrics and develop plans to improve metric where warranted. Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance. REQUIRED JOB QUALIFICATIONS:
Education and Training:Bachelor's degree in Human Performance Technology, Engineering, Business Administration, Organizational Development or a technical discipline or other related discipline from an accredited university or equivalent combination of education and experience.
Knowledge, Skills, and Ability:Knowledge of human performance including implementation, training and sustainability. Ability to participate and support the Transmission organization with continual improvement through the engagement of human performance. Knowledge of training development techniques including instructional methods and training aids. Strong problem-solving skills including the ability to identify, analyze, and resolve problems, driving solutions through to completion. Effective communication and interpersonal skills. Ability to work with diverse groups and build good working relationships. Ability to work with little direction. Strong ability to think strategically.
Experience:Eight (8) years of human performance experience including developing, implementing, and sustaining a human performance program involving the improvement of employee competency and productivity, as well as organizational effectiveness. Behavior training and assessment experience. Demonstrated experience leading complex cause analysis investigations.
Other:Willingness to travel frequently throughout the Tri-State service territory including Colorado, Nebraska, Wyoming and New Mexico. Estimated 70% travel. Willingness to travel and attend conferences, seminars and other training opportunities to stay continually aware and knowledgeable of industry changes in human performance. Must possess a valid driver's license. Must be able to perform all essential responsibilities.
DESIRED JOB QUALIFICATIONSRoot Cause Analysis Certified (strongly desired). General knowledge of Transmission systems and operations including engineering principles and practices. Electric utility experience specific to transmission human performance.
