Transmission Planning Analyst

The Transmission Planning Analyst provides in-depth knowledge and analyses to TEA’s Members and Partners in the area of transmission planning issues. Areas of assistance to TEA’s Members and Partners will include, but not be limited to: 1) providing long-term transmission planning studies for new transmission to support load growth, generation additions, and proposed market-based transmission expansion plans; 2) monitor the appropriate RTO stakeholder groups, FERC and State regulatory filings, and industry literature regarding current and potential transmission plans within the RTOs in which TEA’s Members and Partners participate; 3) provide support by reviewing, critiquing, and recommending alternative transmission planning studies where appropriate as requested by TEA’s Members and Partners; and 4) provide insights and guidance to TEA’s Members and Partners around the transmission related tariff they are subject to either through the RTOs or through their neighboring utilities.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assist TEA’s staff and the staff of TEA’s Members and Partners, in the evaluation of transmission plans released by the RTOs and related Transmission Owners
    • Perform the necessary analyses for TEA’s Members and Partners to provide alternative recommendations or to evaluate alternative transmission plans
  • Monitor FERC and relevant State regulatory agencies to understand their existing and proposed rules, tariffs, and processes related to RTO and non-RTO transmission expansion planning
  • Participate in RTO stakeholder working groups directly related to transmission planning studies 
  • Have in-depth knowledge of the relevant analytical tools utilized within TEA’s Strategic Innovations & Analytics department related to transmission analyses and transmission congestion rights and be prepared to use these tools and applications on an as needed basis. These tools and applications may include some or all of the following:
    • Siemens PSSE and MUST (familiarization with Powerworld is a plus but not required)
    • PowerGEM TARA
    • ABB’s PROMOD
    • Tableau
  • Assist TEA’s staff, and the staff of TEA’s Members and Partners, in the review and analyses of transmission related tariff issues such as investment and operating cost allocations, ROR changes, or other RTO related activities that could change the transmission revenues or expenses between TEA, TEA’s Members and Partners, and the RTOs they transact with
    • Relevant RTO markets include: PJM and MISO
  • This position is not a supervisory function; however, the role does include the oversight and training of other TEA staff in transmission related activities

This position has no direct supervisory responsibilities. Position is expected to provide mentoring and career development to other analysts, as assigned.

This position requires a minimum of a bachelor of science degree in an engineering field of study. The ideal candidate will have a bachelor of science degree in electrical engineering (MSEE is preferred). The preferred course material of such a program would include transmission related studies in powerflow analyses, short circuit analyses, stability analyses, and the modeling of transmission facilities based on different design characteristics. Knowledge of Security Constrained Unit Commitment (SCUC) and Security Constrained Economic Dispatch (SCED) would be a plus. Course work using tools such as Siemens PSSE, PowerWorld, MatLab or R, C++, and Python is a plus. Relevant industry experience is a plus.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of statistical test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Candidate must have the ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs etc.). Ability to deal with a variety of abstract and concrete variables.

Professional Engineering License is preferred for candidates with a background in engineering; Certifications such as Certified Financial Analysts, PRIMA or GARP Professional Risk Manager Certification for individuals with financial background is desirable.

Expertise needed with Microsoft Word, Excel/Visual Basic, and other analysis tools. Experience with large utility simulation applications such as PROMOD, Planning and Risk, AuroraXMP, or GEMaps, Dayzer, PSS/e, and PowerWorld is highly desired. Ability to apply techniques of decision analysis, such as decision trees, influence diagrams, etc.
